I'm not CUPS upstream, but IMHO upstream authors don't want to have
so many printer specific files, because their target is to create
good printing system base (and mainly for MacOS X).
So they looks want to delegate printer support to another softwares,
such as foomatic or printer vendor's.

But, when I try to use foomatic in my computer the printer doesn 't work. I only can use the GIMP printer files .

In any case, one could use a command (one can imagine apt-driver install , i.e. apt-driver install hpdeskjet640C ) to download and install CUPS files in the CUPS server .
