He will probably still read his mail, and handle bugreports. IME, this
is true for many less active developers online; most still reply to
bugreports, especially if there are (sensible) patches attached to them.

Still, a -dev package is a better option:

* There might be other people willing to package gaim plugins, who could
  benefit from a -dev package, and who are not as actively watching gaim
  as you are.
* There is no code duplicated in multiple packages, thus precious
  diskspace is saved on our mirrors (talk to a mirror admin sometime).
