You may want to look at the package hp-ppd for ideas.

Vendor provided "real" PPD's for postscript printers are needed by many
packages, not just cups, to support all the features of the postscript
printer. The hp-ppd package links the ppd's into cups but places them in a
sensible "central" location so they are available to other programs too.

Packaging more for debian is a good thing. The maintainer of hp-ppd
package may be able to give you some pointers?
