Please check whether the experimental lintian packages over here:

correctly detect whether po-debconf isn't used while it should be.

I couldn't find how Martin Quison checked for those packages (the
scripts on the website that gets quoted doesn't include the actual
interesting bits), so I implementend it myself. Any improvements are
welcome of course, as additional checks for correct po-debconf use
(po-debconf(7) lists a whole punch of opportunities for errors and
checks thereof).
