I guess it is simply not owned by cdrom because /dev/hdc might as well 
be a hard drive (in which case giving read/write permission to users 
would be stupid ans unsecure).

On the other hand, if you were using a 2.6 kernel with udev, /dev/hdc 
would be owned by group cdrom (assuming it is a CD/DVD drive).
