The code is under a BSD-style license with a documentation requirement
which could well be incompatible with the GPL.

In theory, we could get rid of that database (or put it into a
separate file), so that the file is not encumbered by the Apache
license. But given that we can't reach GPL compatibility this way,
it's probably not worth the effort.
