Both.
We let our users decide what is useful on any given architecture,
instead of trying to decide that for us. The problem with trying to
decide what a useful subset of software would be is that there will
always be a gray line, and that there will always be users who disagree.
So we don't.
Obviously, building everything everywhere also helps portability.
