Packages that download dependencies while building?

Hi All,

Hope all is going well.

Is it within debian policy for a source package to download dependent
libraries during its build, regardless of whether they're included in
the resulting .deb or not?

I had a look at the developers reference but didn't see anything?

Any thoughts?
