I think that this discussion should be continued on the debian-policy list. Policy should stipulate what kinds of package-created subdirectories must be "rm -rf"ed and which kinds must not be. I am inclined to think that /var/run/foo/ and /var/log/foo/ should be wiped at purge time but that /etc/foo/ should not be. -- Thomas Hood
