Okay, then I must be doing something wrong, then?

directory: crash-3.8-2.1

$ head -n 1 debian/changelog
crash (3.8-2.1-1) unstable; urgency=low

However, after a run through dpkg-buildpackage, I end up with a
native package (i.e. no diff.gz file, etc).
