libpng status update

With the sarge release delaying and more and more packages being
rebuilt, I have noticed that there are very few packages using older
versions of libpng2/libpng3 left. Therefore, I propose the following
things:

1. The following packages still don't use versioned symbols:

Please rebuild these packages, especially library ones. Don't change
anything to the build dependencies, just upload a new version. If all
libraries are rebuilt timely for sarge (that makes only 6 packages), we
can move on to the next step:

2. Move completely to libpng 1.2.x. If almost all packages using libpng
in sarge are rebuilt to use versioned symbols, we can then make a smooth
transition for all packages still using libpng2/libpng10. Then, we can
hope to have all libpng2/libpng10 packages removed from sarge+1.

3. Legacy packages will follow in the long term. We can probably remove
libpng3 as soon as all packages have been rebuilt. For libpng3-dev, this
requires changing quite a load of source packages so we'll have to wait.
This leaves only 3 packages in sarge+1: libpng12-0, libpng12-dev and
libpng3-dev, instead of 8 in sarge. This should bring back libpng
handling to that of a normal library.
