Indeed: most people trying to change or narrow the definition of "software",
as well as people who want to form a separate set of guidelines from the
DFSG for non-program software, always seem to have an ulterior motive:
allowing things in Debian that are not DFSG free, such as GFDL-licensed
documentation.
