This could make commands like "service foo start" not do anything, because the policy for that runlevel forbade it. But I think the expectation of a "service" command is it always stops or starts a service as the admin commands, not taking such a runlevel policy into account. Then again, I have never used the command on Red Hat, maybe I'm wrong. -- see shy jo
