No. The *definition* is: no symlinks -> unconfigured.
If you remove the symlinks, you're putting it into unconfigured mode.

It's like complaining about there being no package installed after
you do a 'dpkg --purge package', since it was installed before.

There is no problem. The system behaves exactly as it is supposed
to. You want to change the behaviour. Fine. File a wishlist bug.
