Japanese PRedictive Input Method Editor means that PRIME predicts
user's input words using the knowledge of natural language etc.  I'll
rewrite the long description as follows:

  PRIME is Japanese PRedictive Input Method Editor and predicts user's

Hmm, you are right.  You can download prime from sourceforge.jp so I
wrote the souceforge page as the project home, but there is much
information at http://taiyaki.org/prime/.(though written in Japanese)
