Japanese PRedictive Input Method Editor means that PRIME predicts
user's input words using the knowledge of natural language etc. I'll

Hmm, you are right. You can download prime from sourceforge.jp so I
wrote the souceforge page as the project home, but there is much
information at http://taiyaki.org/prime/.(though written in Japanese)
