  Of course you, as the user, should not, and I did not mean that
 either.  Removing it is clearly the maintainer's responsibility.

  Even if the user knew that it was the null plugin who caused the
 annoyance, he might not even access to removing it.  The package
 maintainer is the one who should know, and also to take care to
 remove it from the package so the user is provided with the most
 optimal non-annoying form of the program out-of-the-deb.

  Or that, given it's disabled per default.
