Level of authority has got nothing to do with it.  If you can put
together something better, go for it.  If people like it then those in
'authority' (really, those who have appropriate access) will put it in
place.  Your only real problem is convincing enough people that what
you've done is better and I can promise you that taking away a bunch of
very nice and useful features of the existing system isn't going to get
you very far down that road.

Or maybe because they're smart enough to report upstream problems to
upstream people, and maybe because not everyone in the world uses Debian
so they're not all going to use Debian's BTS?  Come on, this is a
blantently stupid line of reasoning.

We're not here to choose between an email interface and a web interface.
The email interface is what we've got now, if you want something better
on the web side, write it and improve the existing system while
continueing to support the existing features it has.
