You need at least pts filesystem for the pty permissions. Otherwise I do
totally agree with you. Bootup is not special, and bootup state does not
belong into /etc. Some special cases like rewriting resolv.conf are
solveable with symlinks, other files which are always should be reasonably
easy avoidable.
