In situtations where the short description is to be displayed in a
context where it looks better to start with an upper case, it is a
simple matter to upcase the first character blindly.

On the other hand, it is much less easy to decide whether or not to
downcase the short description in cases where it is *wrong* to start
with a capital letter - for example

  Are you sure you want to install packagename (short description)?
