Wishlist bug reports are an entirely different category.  If the Debian 
package maintainer lacks the ability to add new features then obviously they 
can't add much value.  Also for software such as anti-spam software where 
wishes for new features are common it may be best to have them sent upstream.

I consider "wishlist bug" to be an oxymoron.

Also as what features are desirable is a subjective issue there is often room 
for debate about whether a feature is necessary or desirable.
