Really, where is that documented on Alioth?  It's not.  What is
documented is:

Being the maintainer of the package in question and also now the main
developer, I (erroneously) thought I would qualify under the first item.
Also, based on the above a "sponsor" would not directly qualify for any
of these.

Would I mind having a sponsor in this situation, hell no.  Is it obvious
that having a sponsor would change the outcome of the decision, no.  I
have followed up on this and one of the Alioth admins indicated that
NM's are in a "grey" area and that something might be able to be worked
out via their AM.  I supplied the requested information regarding my AM
and have heard nothing further on the matter.
