libc6 migration still in debian-policy but gcc migration not

Hi,

I just got asked about the gcc 2.95->3.2 migration in debian and
though I would look at /usr/share/doc/debian-policy for that.

But far from it. I only saw the libc6-migration there but no file
documention the gcc migration plans.

Isn't the libc6 migration history? And is the gcc migration packaged
somewhere or included in another file?
