It should remove the configuration files and then do 'rmdir --ignore-fail-on-non-empty /etc/foo'. Of course, dpkg will handle this correctly for conffiles; you only need to do this for non-conffile configuration files. -- Poems... always a sign of pretentious inner turmoil.
