advise for packaging duali "arabic spell checker"



Hi all,
I'm trying to package duali "an arabic spell checker" www.arabeyes.org
currently i'm having a small problem
there is duali itself and the data files.
the db files are built from the data files using a python script.
the upstream wants 2 things:
the script used to build the db files to be moved to the duali package 
from the data package!
and to distribute the data files in text form and they should be built 
on the user machine during installation.
the data files "text" compressed are 1.1 MB while the db are 2.7 MB 
"large size difference as you can notice"

i was thinking about splitting duali itself into 2 packages:
1- duali "the main dictionary"
2- duali-dev "contain the script"
duali-data build-depends on duali-dev while duali itself depend only on 
duali-data

I really don't know what to do so i thought about asking here for help.

PS. duali currently is implemented in python. but the final version'll 
be C++
