That is what the partial package declares (say, libssl-k6). And how
should the base package (libssl) should depend on exactly the correct
package? Imagine, it would declare:

Cond-Depends: keypackage-k6 -> libssl-k6

And when the user install keypackage-k6, he will get the optimised
version of each package, when available.
