When it meets the criteria in the document above. For a glimse at how it

Of course, kdebase is only a part of KDE3, but I would sayit si a vital 
part. KDE3 may also be held up by bugs etc in some of its other 
modules.

I would advise you install it from unstable if you are not prepared to 
wait.
