Never tried this, but I'm guessing it would work
   1) Give init=/bin/sh to lilo.
   2) mount filesystems needed to see the new root
   3) exec chroot /new/root
   4) exec /sbin/init

If $$ manages to stay 1 through that entire process, it should work.
