	Policy is not a common sense of good practices document, so
 not all things that are recommended practices shall ever go into
 policy.

	On the flip side, if a developer only does whatever is demanded
 by policy, but refuses to do things that improve the experience for
 the users (in this case, people reading bugs-dist or apt-listchabges
 output), then that developer is creating sub optimal packages. The
 attitude "I'll only do what policy demands" indicates that the
 packages are likely to be lower quality, since the goal is to pass a
 lintitan check, not to improve the package.
