I think the main point is:
When you prepare a new upstream release and realize that some bugs will
be closed by it, you should make an effort to summarize the bug in the
Changelog along the Closes: #foo.
If for some reason you forget it or realize the bug's fixed only after
your upload, you can still use -done. How verbose that mail will be is
probably up to you, a bit of context wouldn't hurt I guess.
