debootstrap: Should #115699 be reopened?

Hi!

I've the same problem with debootstrap as reported in #115699:

When I try to use debootstrap ("debootstrap woody /tmp/test/ 
http://ftp2.de.debian.org";)
It hangs after: 

Setting up console-tools (0.2.3-23.2) ...
Looking for keymap to install:
NONE

this is followed by several blank lines

Anthony Towns states, that the bug was fixed by 0.1.16 and he also closes the 
issue. I use debootstrap=0.1.17.23 (testing)
