This was attempted before, with disasterous results.  Before uploading
to stable, you should test the package thoroughly, upload a test package
to experimental, and actively solicit feedback from the developer
community.  It would be nice if lilo used debconf, but any brokenness in
the process is sure to bring a user backlash. :)
