quoting §12.8.7:

    The `/usr/X11R6/' directory hierarchy should be regarded as
    deprecated for all packages except the X Window System itself, and
    those which use the `imake' program it provides, in which case the
    packages may transition out of the `/usr/X11R6/' directory at the
    maintainer's discretion.[1]

i beleive that is pretty clear: since bugsx uses imake, you may leave it
as is. if you want to put it into /usr, you may also do that. it is up
to you.

all the footnote says is that imake Does The Right Thing, which is why
it is exempted.
