It's a stable (Debian 3.0) with some testing/unstable packages to be able to
build and test Debian Policy 3.5.8 compliant packages. The relevant packages
in this case are:

debhelper         4.1.29 (was unstable)
dpkg              1.9.21 (Debian 3.0)
dpkg-dev          1.9.21 (Debian 3.0)
