debian/control -> debian/tmp/DEBIAN/control documented?

Hi, I'm working on some packaging stuff, and I'm curious about the
relation between the debian/control file and the
debian/tmp/DEBIAN/control file.  Is there any real documentation on
this procedure besides the source code that performs the
transformation?  It's some rather... dense... Perl code.
