The consensus seems to be to copy it in the preinst and remove the old
one in the postinst, or possibly move it in the preinst and then
support moving it back in the prerm if the installation fails and backs
out.

No. Just put it in the changelog. If the user goes to /etc and can't
find dictd.conf, but does find dictd, it's pretty obvious what happened.
