Policy would make a good reason to report a bug and hunt it down in
the next BSP, even when the maintainer is MIA.

Package _are_ already buggy. Either people already reported their
unpleasent behaviour or they say nothing and suffer silently, or they
tell to everyone how brainddead "the Debian installation" is.
