The latter is the case here - the only changes are those clearly
documented in the mails to debian-perl and debian-devel-announce,
specifically:
 - The usual changelog entry
 - Increase of the version for perl in Build-Depends to >= 5.8.0

All maintainers are supposed to be subscribed to -devel-announce, so
you must have received the mail warning you this would happen quite
some time ago.

There's no need. DELAYED exists for precisely this purpose. An upload
to DELAYED says this:

"I have built this fix, and it will be NMUed in X days unless you
upload something first".

If you upload a fixed package before the time runs out, then the
version of the package in DELAYED will be lower than the one in the
pool, so the upload will be rejected.

If you don't, the package is fixed anyway by the NMU.

Either way, everybody wins. The whole point of DELAYED is (AIUI) to
allow this kind of upload, where the maintainer has advance
notification and a chance of override it, but if they don't then the
new package will go into the pool.
