There's no need. DELAYED exists for precisely this purpose. An upload to DELAYED says this: "I have built this fix, and it will be NMUed in X days unless you upload something first". If you upload a fixed package before the time runs out, then the version of the package in DELAYED will be lower than the one in the pool, so the upload will be rejected. If you don't, the package is fixed anyway by the NMU. Either way, everybody wins.
