The compatibility level appears to make no difference:
[cjwatson@arborlon ~]$ grep compat /usr/bin/dh_installdocs
[cjwatson@arborlon ~]$
You need Build-Depends{,-Indep}: debhelper (>= 4.1.0) for this, not a
particular setting of DH_COMPAT.
