Originally because bugs were lost 30 days after closure, and that's not a
good thing to do when the maintainer isn't the one closing them. That's
still the case since they're archived after 30 days and no longer
editable/reopenable. Colin Watson's been working on changing that,
dunno if he's gotten anywhere.
