It is only a bug that prevents a package from entering testing (and thus the next stable release) if a newer version fails to build on a platform that already had a successful build, which is almost always a sign of really bad coding practice, which in turn is a reason for keeping a package out of a stable release. If a package never has compiled for a certain arch, noone except the porters and a few curious users who try uninstallable packages will ever notice.
