i found out what the problem was yesterday.
a previous debmirror run had created debian/dists/unstable/Release as a
symlink pointing to debian/dists/unstable/main/binary-i386/Release, so
apt ended up reading the wrong contents.
i removed the symlink and ran debmirror again. problem solved.
