If it's created and managed by krb5-config, then I would think that the
manpage should be in that package.  (As a gut reaction without really
knowing the history behind the issue).

As for the differing versions of the config file, surely it would be better
to document those thoroughly in a manpage.  For that matter, if the formats
are different, how can the config file be provided by one package, used by
different packages with different requirements for the format of that file? 
(Again, asked without deep knowledge of the issues involved).
