If you want to maintain the Debian package yourself, sponsoring and/or
applying for Debian maintainership is the way to go (see
http://www.debian.org/devel/join/newmaint for more info,
debian-mentors@lists.debian.org is the appropriate list for questions).

If you just want someone else to maintain the Debian package for you,
you should file a RFP (request for packaging) bug against the WNPP (work
needed and prospective packages). This is easiest done by using the
reportbug tool. (see http://www.debian.org/devel/wnpp/ for more info).
