Woody locales



Moin,
the package locales in woody (with 'security' in sources.list) is not
installable.
seems to me bug #150592 has been repeated in woody security update (ok,
NOT repeated: 'locales' depends on glibc*woody-4, but libc only provides
glibc* _without_ woody).
see bug #153445.

BTW:
are security updates tested somehow ? or just put from unstable ?
i think a 'security-testing' would improve the situation... so packaging
bugs as this could be resolved... 
disadvantages would be:
 - we have 'just-another-archive'
 - latency time in releasing security updates (while time is crucial in
   this sector), at least one or two days... in case of the latest 
   openssh problems, this probably would have been too late...
