If you install with apt, this is what you should expect. xserver-common
Suggests: the various xfonts-* packages, and dselect would have offered
them to you. There is no hard dependency because the X server can quite
well be used with a remote font server.
I don't know offhand what the deal is with Gnome but I wouldn't be
surprised if something similar was going on there. You aren't obliged
to run the X server and the clients on the same machine, so a dependency
on any xserver- package would be inappropriate.
