That's quite a large fraction of the current threshold of 4.7 though. At
least on debian-user posts from newbies that hit over 1.7 are not
uncommon. (Although maybe they'd be relatively unlikely to show up in
Razor. Hm. I'd at least be inclined to suggest that the threshold should
be raised a bit if we were using Razor ...)
