apt-get and downloading

I have tried to find any reference on how to convince apt-get to re-download a package even if it's already installed. I have a couple of machines that don't have internet access however I want to install/upgrade 3 or 4 packages on them.

Am I just too lazy to wget the files, (no?) however it would be nice to apt-get them without having to find the path to them in a local http mirror.
