Tricky :)
/usr/share/doc/debian is the place Josip put debian-doc package
contents such as debian FAQ.
There is not a single location for the debian specific document packages
to instal its content into. (Am I missing some policy? I put all
debian-reference-?? into /usr/share/doc/debian-reference imitating
apt-howto-?? which install into /usr/share/doc/apt-howto.)

I would go to http://www.debian.org/doc/ but from europa places like
http://www.es.debian.org/doc/ should also work as Josip mentioned.
