In Debian we ship a tar, a dsc and a diff.gz.  This is the equiv of a srpm.

Now there is another thing that is a "source package".  Look at
kernel-source-2.4.18 or pcmcia-source for ideas there.  The goal of these
packages is to install the source in /usr/src and give you the ability to build
a version locally.  Either because you have to build locally (optimized kernel)
or license requirements (qmail, pine).
