NM/New Developer Query

Suppose I want to become a Debian developer, but I do *not* want to
maintain any packages, I just want to do QA.

How am I supposed to do this?

(OK, I start with the signed public key and all that, but what next?)

I ask because there appears to be no such process.  Is is required that
you maintain a package in order to be a Debian developer?
